Muster Roll

A muster roll is the written record of which workers were present on a construction site on a given day. It is the document from which daily wages are calculated.

Every construction payment in Kenya traces back to one document: the muster roll. If it is accurate, payroll is simple. If it is loose, every shilling of wage cost is arguable — and typically higher than it should be.

What a muster roll contains

A properly kept muster roll lists, for each working day, the full name of every worker on site, their trade or gang, and whether they attended. More rigorous rolls also record the worker's ID number, phone number and the site or section they worked in. On sites under NCA registration, the muster roll is expected to be maintained on site and available for inspection.

Why it is the weak point of construction payroll

The muster roll is usually a paper book kept in the site office and filled in by a foreman at dawn. It is rarely audited, corrections are rubbed out rather than recorded, and on Friday it becomes the basis for cash payments. That combination — an unaudited source document feeding cash — is where ghost workers and inflated payrolls live.

From paper book to digital muster roll

A digital muster roll applies the same concept with verifiable evidence: workers check in from their own phones inside a site geofence, every entry is timestamped and geotagged, and the roll is locked before payroll runs. The foreman's role changes from book-keeper to reviewer — confirming exceptions rather than creating records from memory.

Muster roll vs timesheet vs payroll

Three documents, three jobs. The muster roll records attendance — who was on site. The timesheet records hours or days worked against a task or gang. The payroll converts attendance and rates into money, after deductions. FundiPay keeps all three linked, so a disputed payment can be traced back to the exact attendance entry it was built from.

Frequently asked questions

Is a muster roll legally required in Kenya?

For NCA-registered projects, contractors are expected to maintain a muster roll of workers on site and keep it available for inspection. Beyond compliance, labour law requires employers to keep records of wages paid and days worked — a muster roll is the practical way construction employers meet that duty.

Who signs the muster roll?

On site, the foreman or site agent usually compiles it and the contractor or site manager approves it. A digital muster roll records exactly who checked in, who reviewed the day and who locked it — a stronger control than a single signature.

Can a muster roll be corrected after the fact?

It should be correctable only with a visible trail. FundiPay allows corrections before a day is locked, and any later adjustment is recorded with the user, reason and timestamp. Editing records silently is what makes paper rolls indefensible.
