How to Eliminate Ghost Workers

Ghost workers are the quietest drain on a construction payroll. Nobody argues about a name that should not be there — a leaver still on the book, a duplicate entry, a fundi signed in on two sites at once. The money simply leaves, week after week, and the paper muster roll gives it cover. This playbook shows how to close those gaps using geofenced attendance, locked muster rolls, ID verification and wages paid by M-Pesa instead of cash.

Why ghost workers survive on paper

A ghost worker does not need a conspiracy. On most sites, three ordinary weaknesses are enough: attendance is written by hand, the same list is copied between sites, and payment happens in cash with no link back to the day worked.

  • The paper book is filled in at dawn from memory, not from check-ins.
  • Leavers stay on the roll because nobody formally removes them.
  • The same fundi appears on two gangs, or two sites, on the same day.
  • Cash payments leave no record of who was actually paid.

Use geofenced attendance to prove who was on site

The strongest control is a check-in that cannot be faked from elsewhere. FundiPay draws a 50-metre geofence around every site gate. Workers check in from their own phones by OTP — no app to install — and any check-in outside the radius is rejected. A fundi in Kisumu cannot be marked present on your Nairobi site, and a name cannot be added by a foreman who never saw the person.

Lock the muster roll and verify identity

Attendance should be frozen before any money moves. Foremen review the day, flag absences and leavers, then lock the muster roll; after that, edits are impossible without a visible adjustment trail. Run every new worker through an ID check and store the ID number against their profile, so a duplicate phone number or a recycled name is caught at registration rather than at payroll.

Pay by M-Pesa, not cash

Ghost workers are far easier to hide in cash. When every wage leaves as a direct M-Pesa B2C payment through the business account, each shilling is tied to a named worker, an attendance record and an M-Pesa confirmation. There is no envelope to pad and no argument on Friday about who was really on site. FundiPay runs the whole cycle in one payroll: locked roll in, M-Pesa confirmations and digital payslips out.

Frequently asked questions

How much do ghost workers actually cost a site?

It varies, but the mechanism is always the same: wages paid for days, names or people that were not real. Because the loss is spread across a weekly payroll, most contractors underestimate it until they compare a geofenced muster roll against last month's paper book.

Is a geofence enough on its own?

No. Geofencing stops check-ins from off-site, but a locked muster roll and ID verification close the rest — duplicates, leavers and names added by hand. The controls work as a set, not one at a time.

Will workers accept check-ins on their own phones?

Yes, once they see wages land on time. OTP check-in needs no app and no smartphone beyond a basic handset, and because every check-in feeds a paid day, workers quickly police it themselves.

Can we clean up a payroll that already has ghost workers?

Yes, and it is usually quick. Register workers with ID, move attendance to geofenced check-ins, and lock the roll before the next Friday run. Most phantom names disappear the first week they have to check in.
